About

Putnam County Adult Probation is under the administrative authority of the Honorable Charles D. Bridges, Judge, Putnam Superior Court.


Mrs. Teresa Parrish is the Chief Adult Probation Officer for Putnam County.


Putnam County Adult Probation supervises offenders for both the Putnam Circuit Court and the Putnam Superior Courts.

What is JRAC

The Local JRAC Statute (HEA 1068) was signed into law on April 8, 2021, by Governor Holcomb, requiring the establishment of a Local JRAC in every Indiana County.  In response, Putnam County’s Local JRAC Council began formally meeting in March of 2022, expanding the statutorily required member list to ensure all key stakeholders and partners were at the table. On October 27, 2022, the newly formed bylaws were signed, and the following mission statement adopted:


“Working together to create a system that promotes the use of evidence-based practices in the areas of sentencing alternatives and recidivism reduction to improve criminal justice outcomes in Putnam County.”


The primary focus of establishing Local JRAC Councils is to bring together criminal justice stakeholders across multiple disciplines to answer the following questions:

 

  1. How do we do things now?
  2. How do we make changes to enhance public safety and reduce new crimes?
  3. How do we improve while maximizing resources?
  4. How can we work together to serve our community?


Submit Opioid Settlement Funding Here:

The Putnam County Commissioners appointed the Local JRAC Council to discuss, review and make recommendations regarding submitted proposals on how to best use our county’s allocated funding from the Opioid Settlement. Proposals shall be reviewed twice yearly, February 1st and August 1st. Proposals will be limited the scope of a one-year project, with eligibility for application for additional funding yearly and dependent on available funds. Proposals will be required to follow the abatement guidelines and not supplant other grant funded projects.

Putnam County Pretrial Services



Rational and Overview

Pretrial Services is designed to aid the courts in the initial processing of offenders, reduce jail costs, uphold public safety, protect an offender’s liberty, preventing longer detention while awaiting trial and maximizing court appearances. In early 2021, PCPS took steps towards certification and in August 2021 Putnam became the first non-pilot county to be given approval authorizing the delivery of services as a fully certified pretrial entity.

The goals of Putnam County Pretrial Services are to:

  1. maximize the release of pretrial defendants (recognizing the presumption of innocence and the harmful effects of pretrial detention).
  2. maximize public safety; and
  3. maximize court appearance.

Alcohol and Drug Program


Rational and Overview

Putnam County Courts provides IC 12-23-14 court-administered alcohol and drug services to persons who are ordered by the court to participate in the program. The Probation Department’s Alcohol and Drug Program (PCAD) is an integral part of the department and provides assessment, referral, and monitoring of offenders convicted of alcohol and drug related offenses. The Alcohol and Drug Program is certified by the Indiana Judicial Center. All adult probation officers within the department maintain a Certified Substance Abuse Management Specialist (CSAMS) credential.
